Carroll Allen Duncan was born in Bloomfield, Kentucky. The son of C. Tom Duncan, he later lived in Anchorage, Kentucky and attended Bardstown High School and Western Kentucky State Normal School. He entered the State University of Kentucky (now known as the University of Kentucky) in the fall of 1909 and graduated in 1914 with a Bachelor of Science in Civil Engineering.
